Tanicka Stephens, MPH, LVN, LSSGB
Founder & Principal Consultant
I started as a licensed vocational nurse and spent 11 years in direct patient care at a county medical center. That frontline work is where I learned how much organizational systems shape both staff performance and client outcomes. When documentation is a mess, it isn’t a paperwork problem. It shows up in the service people receive.
After earning my MPH, I moved into program leadership in homeless services in 2017, including a year directing a shelter for veterans, where HUD and VA requirements ran alongside each other.
For the last three years, I’ve directed housing programs within a community health organization, running programs funded by Ryan White, HOPWA, EHE and CalAIM. I built an HTNS Community Supports benefit program from inception under a CalOptima HHIP grant, which meant standing up eligibility, workflows, documentation and billing where none existed.
Four funding streams, four sets of rules, one team responsible for making all of them work in practice. That’s the kind of operational complexity I know well, and it’s a challenge that shows up across many grant and contract funded programs.
Why Empower Health Solutions Exists
The same thing kept happening. Organizations had committed staff, capable leadership, and well-designed programs, and implementation still fell apart because nobody had translated the requirements into something a person could follow.
Funding requirements, policies, and program goals only matter when they reach everyday practice. I started Empower Health Solutions to help build the part in between.
